Priority Mail Express Refund

Priority Mail Express service items may be eligible for a refund. The sender must file the claim no later than 30 days from the date the item was mailed. The quickest was to get a refund is to submit a request online or simply take your customer copy of the Priority Mail Express® label to your local Post Office and complete a PS Form 3533, Application and Voucher for Refund of Postage and Fees. Once verified, your refund will be paid by cash or a no-fee money order.

Note:

  • The guaranteed time is the local time at the recipient’s address.
  • An attempted delivery meets the delivery commitment (i.e. the mailpiece was taken to the address, but the recipient was unavailable to accept the item).
  • Postage refunds may not be considered if the delay of the item was caused by specific reasons beyond the control of the United States Postal Service®, as stated in the Domestic Mail Manual (DMM) Section 604.9.

Priority Mail Express International Service :-

Priority Mail Express International items bearing a computer-generated customs form with customs data that has been electronically transmitted (e.g., using USPS Click-N-Ship  service, an authorized PC Postage  vendor, or the USPS Web Tools  system), may be deposited through any of the following methods, provided postage is paid by a means other than the use of postage stamps:

  • In a private mailbox bearing a return address that matches the address at the point of pick up, when the customer or business is known to reside or do business at that location.
  • Through Pickup on Demand service.
  • Through Package Pickup service.
  • At a USPS Postal Service retail counter.
  • Into a USPS Postal Service lobby drop.
  • In a USPS collection box.
  • At a Contract Postal Unit (CPU).
  • At a USPS Approved Shipper location.

Priority Mail Express International  service is a reliable, high-speed mail service available to more than 190 countries and offers the following:

  • Average delivery of 3 to 5 business days. (Average number of days may vary based upon origin and destination.)
  • Can be tracked on the USPS Tracking page on USPS.com or by calling 1-800-222-1811.
  • Customers can save time and ship from their home or office.

Priority Mail Express International items not eligible for deposit or pickup:

Customers must present the following Priority Mail Express International items requiring a customs form to an employee at a Post Office™ retail service counter. All deposit and pickup methods listed above are prohibited. If any of the following Priority Mail Express International items are not submitted to the USPS at a Post Office™ retail service counter, the Postal Service will return these improperly presented items to the sender:

  • Any item bearing a customs form and paid with only postage stamps.
  • Any item bearing a handwritten customs form.
  • Any item bearing a customs form that was not computer-generated.
  • Any item for which the customs data was not electronically transmitted.

Priority Mail Express International (PMEI) labels typically begin with two alpha characters (“E” followed by any other letter), followed by nine numbers, and two more alpha characters. Size and weight limits differ from country to country — see the International Postage Price Calculator for countries that offer Priority Mail Express International (PMEI) or the Price List (Notice 123).

Priority Mail Express International Flat Rate Service:

Priority Mail Express International Flat Rate Boxes (and Priority Mail Express Flat Rate Boxes) are discontinued as of January 17, 2016. Customers can continue using the boxes listed below for shipping after that date, but will be charged the appropriate Priority Mail Express or Priority Mail Express International price based on weight and destination.

  • The top-loading box (PME-FRB1) is 11 inches x 8-1/2 inches x 5-1/2 inches inside.
  • The side-loading box (PME-FRB2) is 13-5/8 inches x 11-7/8 inches x 3-3/8 inches inside.

Priority Mail Express International Flat Rate Envelopes have a 4 pound weight maximum (some countries have lower weight restrictions) and eight destination-specific prices (to Canada and seven other geographical regions).

Note:  Domestic Priority Mail Express® Flat Rate Envelopes with prepaid postage may be used for a Priority Mail Express International item as long as appropriate additional postage is added before mailing. Insurance Coverage  

  • Insurance for merchandise is provided automatically up to $200. The included insurance covers loss, damage, or missing contents at no additional cost to the mailer.
    • Additional coverage may be purchased at any Post Office or by using Click-N-Ship or eBay/PayPal for amounts up to $5,000. Coverage varies by country.
    • Coverage is limited both to the actual value of the shipment and by country of destination.
  • Insurance, which provides document reconstruction for nonnegotiable documents (such as audit and business records), is provided automatically up to $100. Insurance covers loss, damage, or missing contents at no additional cost to the mailer.
  • Priority Mail Express International items are not insured against delay in delivery. There is no indemnity payment in the event of a delay. However, with Priority Mail Express International with Money-Back Guarantee Service, postage refunds for delay are considered.
    • Neither indemnity payments nor postage refunds will be made in the following situations involving Priority Mail Express International with Money-Back Guarantee Service:
      • Delivery was attempted but could not be made.
      • The delivery address or postal code was incomplete or inaccurate.
      • The item was detained or delayed by customs or any other government or law enforcement agency of the destination country.
      • The item had to be forwarded to another address.
      • Delay resulted from any defect or characteristic due to the nature of the shipment, even if known to USPS at acceptance.
      • The item was delayed by any circumstance beyond the control of USPS and the foreign postal administration, acts of God, force majeure, terrorist activities, strikes, labor actions, war, insurrection, or civil disobedience.
      • The item was held by customs at origin or destination for more than 24 hours. If the item was held by customs for less than 24 hours, the guarantee may be adjusted to account for the delay by customs.
      • The item was not deposited at a designated Priority Mail Express facility.

Priority Mail Express Military Service (PMEMS)

Priority Mail Express Military Service (PMEMS) is available between the United States and designated APOs, FPOs, and DPOs to provide Department of Defense personnel stationed overseas, and others entitled to APO / FPO / DPO mailing privileges, an expedited delivery service to or from the United States.

Availability

  • Delivery time is typically 3 to 5 business days depending on origin and destination; however, the scheduled delivery date is determined at the time of mailing.
  • Priority Mail Express service standards for pieces shipped “TO” an APO/FPO/DPO ZIP Code will be “Business Days”.
    • As a result, Priority Mail Express pieces mailed “TO” an APO/FPO/DPO ZIP Code will never have an expected delivery day of Saturday, Sunday, or on a holiday.
  • Priority Mail Express is not available between APO/FPO/DPO ZIP Codes.
  • PMEMS may not be available at or between all Post Offices or at all times of deposit. A PMEMS directory, showing detailed local information about PMEMS, is available at Post Offices.

Sunday/Holiday Fee for PMEMS

  • The Sunday/Holiday fee is not available to any Priority Mail Express piece being shipped “TO” an APO/FPO/DPO ZIP Code as the PMEMS service standard is in “Business Days”.
  • The Sunday/Holiday fee would apply, when applicable, for any Priority Mail Express piece being shipped “FROM” an APO/FPO/DPO ZIP Code.

Service Guarantee

  • To APO / FPO / DPO
    • Items mailed to APO/FPO and DPO destinations (from the United States) are available for delivery at the destination APO/FPO or DPO Post Office by 3 p.m. on the designated delivery day unless the designated delivery day is a weekend or holiday; in such cases, the item is available for delivery on the next business day.
  • From APO / FPO / DPO
    • Items mailed from APO/FPO and DPO locations (going to the United States) are delivered to an addressee within the delivery area of the destination Post Office by noon or 3 p.m. on the designated delivery day.

Priority Mail Express Service Commitments/Guarantees

  • There are three facility types where you can mail Priority Mail Express items:
    • Local Post Office
    • Contract Postal Unit
    • Collection Box
  • The guaranteed time is the local time at the recipient’s address.
  • The time for delivery of Priority Mail Express items is 12:00 p.m. or 3:00 p.m.
  • For a fee, an optional 10:30 a.m. delivery time is available for PO Box™ and street delivery service where available based on the origin and destination ZIP Code pairs.
  • 1 Day Delivery is only available to designated delivery areas. 1 Day Delivery may not be available at or between all Post Offices or at all times of deposit.
  • 2 Day Delivery is also available.
    • The delivery commitment for an item is stated on your receipt when you mail the item.
  • Guaranteed service with money back if we do not meet our commitment.
    • An “Attempted delivery” meets the delivery commitment (i.e. the mailpiece was taken to the address, but the recipient was unavailable to accept the item).
    • An “Arrival at Pickup Point” meets the delivery commitment for PO Box and Firm Caller addresses (i.e. the mailpiece was available for the caller or P.O. Box holder, but the recipient did not come in to claim the mailpiece).
    • A “Forwarded” meets the delivery commitment (i.e. the actual delivery address is different than what is indicated on the label).
  • The Label 11-B, the Priority Mail Express Service Label (image below), provides the sender with a tracking number and is the receipt of purchase.

Priority Mail Express Hold for Pick up

Priority Mail Express Hold for Pickup is an expedited mail service with a guaranteed delivery. Rather than have a carrier attempt delivery, Priority Mail Express shipments sent as Hold For Pickup are held for five postal business days at designated Hold for Pickup locations for pickup by the recipient or their designee. The service is available for acceptance and pickup at approximately 31,000 locations and offered for sale at approximately 2,500 self-service kiosks. Priority Mail Express® Hold for Pickup was formerly known as “Priority Mail Express Post Office to Post Office.”

  • Service includes an automated call back, email, or text notification to customers about the arrival status of their package. For Priority Mail Express, if required, a second automated notification is sent after 3 days or a final automated notification that the shipment will be returned to the sender after 5 calendar days.
  • Recipients can pick up their packages within 5 days when it is convenient for them.
  • Neither the Sunday/Holiday fee nor the 10:30 a.m. fee will be applied to Hold for Pickup service even though the customer may be able to pickup their package on a Sunday and/or holiday.
